No US or other Western politician, not even Obama or Kerry, have talked about the sacrifice China and other developing nations have made for Western consumers or how much guilt Western consumers should bear. Instead we have heard a lot about how their multinational corporations should turn the environmental disasters in developing nations into lucrative business opportunities.

Russia is also a developed country which has industrial plants in China, thus adding to the nation's pollution problems. Why isn't it blamed for its portion of China's current ills ?

is it the West's fault china is so polluted? manufacturing in china is so cheap therefore western companies come. it's the chinese own problem pollution is out of hand. the west has filtering technology (readily available) for cars and factories, the west have laws and strict regulations determining pollution levels. those that dont adhere to these laws are severely punished.

why doesnt china use these technology? why doesnt china have laws and regulations that are rigorously enforced (regardless of guanxi)?

this is the reason china has pollution.

But surely China has its share of the guilt?

Ah, here you did note China's guilt. And it's the price - and fallacy - of the neoliberalism that China has adopted in its so-called "reform and opening up" policy. Chairman Mao was also for opening up, which was why there was that Nixon visit. But he would've been opting for a slower growth that would benefit all the people, not a few while the rest slogged on and the country became a dumping ground for Western factories. Worse, under this new capitalist ideology, China would soon be doing the same thing to the Africans.

It is still not too late for China to rein in and remember the socialism in the slogan "socialism with Chinese characteristics." Over to you, President Xi.

If I allow you to put drugs in my pocket, I will be the one to face the ridicule. That is also the case China faces with the pollution issue at hand

China was craving the jobs. China was craving the exports. China could've set higher demand on companies, foreign and domnestic. But didn't do it under the excuse "development comes first".  I'm sorry China, but you don't get to blame other for your own shortcomings. Foreign companies owe china the duty to follow it laws when operating in China. Foregin customer buying chinese goods, they owe China nothing. NOTHING,
