a strary dog

Last night,my roommate and i was taking exercises,suddenly,we came across a strary dog and it looks very cute.at the beginning,we thought the dog was walking around alone,but latter on we realized the dog was abandoned.it was very difficult for me to ignore it even if knew the ban of raising a dog at will.after deep thought,we still decided to take it to our temporary home.
Because some dogs often hurts persons,so,a dog is not for everyone unless you do some official procedure in shanghai
Is it easy to have a dog in a home? Are there rules? Does a landlord ban dogs?

I do not how to describe it.maybe grass dog or common dog.due to very common,so i think nobody likes to adopt it , now the dog is just few months old
