Who would take care of the homeless children?

In the aftermath of a fire that engulfed an orphange in Lankao county in central Henan province killing 7 children, Yuan Lihai, the owner of the alleged illegal orphange, said that she will never adopt homeless children again. Even if someone leaves a child on her doorstep, she intends to call the police and let them handle it, she added.

Over the past to decades, Yuan has adopted over 100 homeless children over the past two decades, making her known as "Foster Mother" in her area.
 
Yuan, a heartbroken mother, has suffered from the pain of losing her children. Why add salt to her wounds by spreading the rumors and questioning that her adoption is illegal? Just after the fire, the local statement released by the government said Yuan was guilty of "illegal adoption."  Since her adoption is illegal, why has the local civil affairs department been acquiescent to Yuan Lihai's actions in the past 25 years? Why did the local government shirk its responsibility and blaming a benevolent woman for the accident?
 
The surviving 11 orphans are now placed in a charity home in Kaifeng, but with no children's welfare center in Lankao County who would shelter and take care of the homeless children?
 
I believe there are many homeless children adpoted by kindhearted people. For these orphans, they who are abandoned by their biological parents should never be abandoned by the society. But does our society get ready to give them a warm place?
