China has its homemade giant helicopters
All of us still remember that when the Sichuan was attack by a earthquake on May 12th 2008, China immediatly deployed large sums of troops to rescue those victims.
at that time, china did not have the helicopters that have the capabilty to load the heavy cranes and convey them to the rescue scene. the only way to make up this defect is to send as more troops as possible.
maybe this situation remind chinese leaders of china's weakness of giant helicopters and the leaders realized that if we can convey enough cranes to the scene of earthquake in time, we will save much more lives.
now it is quite glad to see that China has begin its steps to make its own giant helicopters, which is quite important both for military and civilians.
A giant domestic helicopter(AC313) for civil use with a maximum take-off load of 13.8 tons, landed safely after its live-televised debut in Jingdezhen city, east China's Jiangxi province Thursday morning
Thu US and Russia have big advantages on the helicopter research and development.
the Russian Mil Mi-26 is the biggest helicopter that can load 56 tons of anythings.

And since earthquakes will happen again, it is important to manufacture now easy-to-assemble excavators whose parts can be dropped by helicopters to be assembled on the ground at the site of each earthquake.
Secondly, train dogs to sniff people buried under rubble.
Third, coordinate faster entry of specialist rescue teams from whichever country they come.
Fourth, emergency mobile water filtration systems and electricity power kits.
Fifth, audit systems of cash and kind donations.

quite good suggestions.
but doubt your first one, it is impractical.
easy-to-assemble means easy to break when it is hanging debris weighing tons

its not the matter of laws. when people built their houses decades ago, they never think about the additional design to resist earthquake. also they did not have enough money to complete a quakeproof house
maybe, the new building will be quakeproof

my point was the students who died for malconstruction schools made it for irresponsable contractors
didn't u read the news about the last earthquake?

...unless many doing the work of one... use more smaller assembled excavators to lift one heavy load normally done using one big and heavy excavator.
..if still too heavy, use special plastic chemicals to break big boulders but without exploding --research this please.

Look at Chile, Myanmar, China, USA, Haiti, Indonesia performance!
and we know the quality of the NATION/EMPIRE and it's people!
China has done well, even with low per capita GNP of US$3,500 currently!

They didn't have the same level of CRISIS as those states, USA has a GIANT TYPHOON that hit the city of NEW ORLEANs.........
The case in Taiwan and Japan were mild - so far Richter 5 or lower! Child's play.....
Even the Osaka Earthquake was Richter 6.....and the damage was TERUK, but lost of life minimal, in the hundreds in the 1980's.....
QUALITY of the state can be checked this way....
USA ain't that fantastic....
