The red carpet has been rolled out, the limos are rolling up and the celebrities are dressed to the nines as the minutes tick down to the 76th annual Academy Awards.

"tick down"

"Tick" is referring to the sound made by a mechanical clock/watch when it is working. e.g. a) The TICKING of the clock, b) My watch doesn't TICK because it is electronic.

"tick down" here stands for "tick down to zero-hour" just like the timing when a rocket is being fired (10-9-8-7-6-5-4-3-2-1-0-fire!).

If you change “tick down to zero-hour” in the clause the meaning will become clearer.
"as the minutes tick down to ZERO-HOUR (heralding the start of) the 76th annual Academy Awards.”

BTW, (heralding the start of) is deemed to be understood.
