首先，师范生如何表达？

搁在解放前到“教育改革”前这段时间，normal university students就可以了。那时候，除特殊专业外，师范学校的学生都可称为师范生，因为那时的师范学校培养的是教师，而这些未来的教师都是享受免费教育的。

现在不同了，教育改革了。师范学校的目的不再是培养教师了，这些师范学校的学生也就不能被称作师范生了。normal university students已经不能表达这些学生未来的职业特色了，只能说明他们是在师范学校上学的学生。

最近又不同了。教育又改革了。师范学校中上学的学生中那些将来从事教育事业的，被正名为“师范生”了，他们的待遇也随之被“正名”了－－免费！

所以，你怎么来区分出在师范学校学习的那些将来去教育祖国花骨朵的学生和那些将来立志不从事教育事业的在校生呢？Normal university students指的是谁呢？

有必要引进一个酸涩的词汇：pedagogical students

酸涩也没有办法呀，国情如此。

因此，免费师范生，本人愚见：pedagogical students with gratis membership

的确如楼上所说，现在师范学校的英文翻译有人再热议要不要还是Normal University.但学费免费似乎在外国都是用tuition-waived

I reckon Simba's version is the one we're looking for,pedagogical student,nice word indeed.

pedagogical student without paying extra tuition fee(In China,if your are a pedagogical student then the government will burden the tuition and you only need to pay a limited fee)

I think it is no need to change the expression as the society changing. Just like the old saying, althougt the meaning has changed(some have widened their meaning), we still use the expression.
