What is the context?

it can have the following meaning:
throw the handle after the blade,
inferiority complex,
since it is bad already, it could not be worse,
go for broke (means the same thing as reply #3).

应该是“一不做，二不休”,意思就是当你损失了一个便士，就不在乎再损失一镑了，即“豁出去了”，在某些语境与“破罐子破摔”差不多。我倒是想不出In for a penny, in for a pound在什么情况下可以作“得寸进尺”解的。
