我总想找点地道的说法
回忆那些美剧和电影 好像没有过这样的说法

我的意思是就“盛饭”这个动作 如果我们咬文嚼字非要用英语给出一个比较地道的说法的话

First, where will this take place? In a restaurant? -- First of all, they do not give you more rice in your bowl because your bowl is used by you,(as in a Chinese restaurant). And if they do, they will run into a health violation. Secondly they do not serve rice in a bowl in non-Chinese Restaurants. Thirdly, they may not even serve rice for what you asked in the menu.
If you want more rice, you have to order more rice.
If you are eating at home with non-Chinese-ancestry people, the rice is served in a big bowl, as in a Chinese or Asian Restaurant. just say --pass the rice please.
When you take the rice out on to your plate, ensure you do not TOUCH the serving spoon with your plate. Western habits are very health conscious. They do not use their fork to get food in the serving plates. You use a service spoon or fork. In an American Chinese Restaurant, use a pair of "public" chopsticks (or 2 spoons) that is the equivalent of a service fork or spoon.

Perhaps I did not make myself clear -- no one eats solid food with a spoon.
Normally, we scoop the rice onto a plate using a spoon and eat with a fork from the plate. In Chinatown, it is common to see people eat with a bowl and chopsticks. But still we use a service spoon to pick up the food onto your own plate first, Then you eat with your own chopsticks from your own plate and your own bowl. One should not use one's own chopsticks to pick up food from the shared dish plate directly, though this is common in China (as in the movies), but not so common in US Chinatown, or Chinese restaurant. You use a Service SPOON.

The loquacity does not help the search for right word in this case, as the intention of SIMONZR is clear, i.e. how to express “盛饭”.
Supposing that we invite foreigners for a home dinner in a quite traditional way, what should we say if they ask for “盛饭”? Actually, we did invite foreigners, not at home, but in our canteen, for dinners now and then.
At the time when they asked for “盛饭”, they usually said “more rice please”. Within that context, nobody would misunderstand the meaning of “盛饭” and the facial expression and wording will not mislead you too.
If you insist simply on the expression of action “盛饭”, maybe “more rice in the bowl”. But remember, any action can not be used in an isolated condition without any correlations as mentioned above.

If you are saying how to express a request for more rice in your country which has a diff customs and table manners than the Western countries, It would be best to see how the Americans or non-Chinese request for more rice. I really do not expect you guys actually take the used bowl and scoop more rice onto it and hand it back to your friend. I expect a new bowl of rice to show up and the person who requests it, just put the used bowl aside and use the new clean bowl of rice and continue his dinner. I have NOT observed any of those actions in Chinese movies or soap operas yet.
May I have another bowl of rice? or, More rice please.

感觉老外日常生活中很少吃米吧?所以美剧和电影 好像很难找到盛饭的说法
老外一般都用大盘子装食物,然后用刀叉左右开弓, 很少见到用碗装饭的
如果是我的话,我就用get some rice 来表达“盛饭”,比直接描述动作要自然些
