FEE PARK?
FEE PARK 也不太对，用 FEE PARKING 比较好。Park 有时候可以作为 car park 的简称，但单独使用时容易跟“公园”混淆。当然，写在停车场的牌子上，大概不会造成误会。
报道中用 “pay parking lot” ，不过更常用的是 paid parking。

WHY but WHY...
you mean to tell me that they just pick whoever from the kindergarden and work for them at the gov't bureau to do some translation for them
PS! i do find many mistakes on CCTV9 & CHINAdaily websites...where are the proof readers...on vaca?
PS! i don't believe that was a mistake or even typo...no coincidence at all...somebody is playing a JOKE on the owner's property & did you see the 2 men were smiling or maybe you go pay for your parking & do your peeing at the same time

Why doesn't the Chinese government employ one foreigner. JUST ONE.
He or she could do simple checks of all government signs.
Seems crazy in modern China to see signs like this, funny as they may be.
