翻译赛题、试题不应该包含太冷僻的内容,因为碰巧知道的才会翻译,不知道的基本上一定译错,跟英语能力和翻译水平毫不相干。

OK I'm not sure what's going on (remember i don't read Chinese) but the two paragraphs are substantially different.
In the first one, we're told all vehicles with Chinese characters will be treated as even numbers.
In the second one, we're told that vehicles with a specific number are treated as even. As this number happens to be even, this statement seems redundant. Furthermore, the second version makes no reference to Chinese (non-Arabic) numbered plates.

Your response proves both translations of 二00二式号牌 have failed to do the job.
The Chinese phrase refers to a type of number plates issued on a trial basis in 2002 (there are only a small number in use now), which may have six Arabic numerals, three letters plus three numerals, or three numerals plus three letters. In the last case it is impossible to decide whether a plate is even-numbered or odd-numbered; therefore all such plates are treated as even-numbered in the regulation.
The two translators didn't understand what “二00二”stands for (the year 2002) and mistook it as a number that appears on number plates (in reality the 2002-edition plates do not carry such a number).

Public Notice of Beijing Municipal People's Government on Temporary Traffic Control Measures for Beijing-Registered Motor Vehicles During the 2008 Beijing Olympic and Paralympic Games
The Beijing Municipal Government hereby announces:
In order to ensure smooth traffic flow and good air quality during the 2008 Beijing Olympic and Paralympic Games, a commitment made by the Beijing Municipal Government during the bidding for the Olympic Games, and in pursuance of the Resolution of the Standing Committee of the Beijing People's Congress on Further Improvement of Law and Order for the Smooth Preparation for and Successful Running of the Olympic Games, the Municipal Government has decided to adopt the following temporary traffic control measures for the Beijing-registered motor vehicles (including vehicles with temporary license plates) from July 1 to September 20, 2008.
1. From the zero hour of July 1 to the 24th hour of September 20, vehicles with yellow environmental labels or test license plates shall be banned off the road within Beijing's administrative region.
2. From the zero hour of July 20 to the 24th hour of September 20, Beijing-registered vehicles with plates ending in odd numbers shall be allowed on the road on odd dates and those with plates ending in even numbers shall be allowed on even dates.
Vehicles with 2002 edition license plates
shall be treated as even numbers. The odd-even traffic restrictions apply to all the roads within Beijing's administrative region from the zero hour of July 20 to the 24th hour of August 27, and the roads within the 5th Ring Road (inclusive), the Airport Expressway, the Badaling Expressway (between Shangqing Bridge and Xiguan Roundabout), and the Jingcheng Expressway (between Laiguangying Bridge and Baima South Bridge) from the zero hour of August 28 to the 24th hour of September 20.
3. The following motor vehicles shall be exempt from the odd-even traffic restrictions:
(1) Police vehicles, fire engines, ambulances, engineering rescue vehicles, and the on-duty vehicles of the PLA and the armed police;
(2) Buses, trolley buses, inter-provincial long-distance passenger coaches and large buses, taxis (excluding leased vehicles), transit minibuses, and tour coaches with licenses issued by Beijing Municipal Administration of Transportation;
(3) Vehicles with the Olympic passes (excluding those with the yellow-colored temporary passes for the venues and their soft domains) issued by the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), or vehicles with the passes (subject to the requirements for the use of these passes) issued by Bejijing Traffic Management Bureau ;
(4) On-duty law-enforcement vehicles for municipal administration, industrial and commercial administration and traffic control identifiable by their marks, environment monitoring vehicles, rescue vehicles and wreckers;
(5) Special vehicles for sanitation, landscaping and road maintenance (operating according to the approved time segments and routes);
(6) Vehicles whose license plates carry the Chinese character "" (embassy) and those allowed to enter China temporarily;
(7) Funeral vehicles of funeral parlors.
4. Postal trucks shall be exempt from the odd-even traffic restrictions. But postal parcel trucks shall be banned off the road within the 6th Ring Road (excluding the 6th Ring Road) from the 6th hour to the 24th hour (for unopened sections of the W. 6th Ring Road, they shall follow the traffic signs; the same below).
5. Rules for the following motor vehicles:
(1) Cargo trucks shall be banned off the road within the 6th Ring Road (excluding the 6th Ring Road) from the 6th hour to the 24th hour.
(2) Tractors, low-speed cargo vehicles and the tri-wheeled motor vehicles shall be banned off the road within the 6th Ring Road (inclusive) from the 6th hour to the 24th hour and within the 5th Ring Road (inclusive) from the zero hour to the 6th hour.
(3) Motorcycles whose license plates carry "B" shall be banned off the road within the 4th Ring Road (excluding the side roads of the 4th Ring Road) twenty-four hours.
6. Vehicles carrying deadly poisonous chemicals shall be banned off the road within Beijing's administrative region from the zero hour of July 20 to the 24th hour of September 20. Vehicles carrying other dangerous chemicals shall be banned off the road within the 6th Ring Road (exclusive) from the 6th hour to the 24th hour, and shall observe the odd-even traffic restrictions for the rest of the day. All vehicles carrying dangerous chemicals (including the deadly poisonous chemicals) shall obtain prior permission from Beijing Municipal Administration of Work Safety and Beijing Municipal Administration of Transportation (vehicles carrying deadly poisonous chemicals shall also present the certificates issued by Beijing Municipal Bureau of Public Security). For those that need to enter into the restricted areas, they shall apply to Beijing Traffic Management Bureau for passes and comply with the requirements for time segments and routes.
7. Vehicles carrying earth or slag shall be banned off the road within Beijing's administrative region from the zero hour of July 20 to the 24th hour of September 20.
8. Vehicle and vessel taxes and the road maintenance fee shall be reduced for the suspended vehicles during the Beijing Olympic and Paralympic Games. Relevant rules shall be announced separately.
9. Those violating the rules specified in this public notice shall be penalized by Beijing municipal department of environmental protection and Beijing Traffic Management Bureau according to the relevant national and municipal regulations and shall no longer be entitled to the preferential policy that reduces the vehicle and vessel taxes and the road maintenance fee.
