Does the government set the income of farmers? If so then why not raise it faster? If not then what's the point of a target in the first place?
What's the rate of growth for incomes to double by 2020? I don't have a calculator but I guess it is less than the GDP growth rate. So the income gap still gets wider.
I wish farmers could see their incomes grow even faster.

You do realize that 683 RMB per year is less than 100 USD per year, or under 1/3 the income the World Bank considers absolute poverty, i.e., a dollar a day.

The problem in your post is real and inevitable in China's urbanizaton. Somehow agriculture is sacrified for Industy. But in China, abandoning agriculture is suicide.
So when we emphasize on urbanization, we should give countryside what they deserved.

I understand your good wish, but it's impossible to make the rate equal the GDP growth.
The first, disposable income means the money you safe in bank and buy something you want but not have to buy. So it's not reasonable to compare it with GDP growth rate.
The second, as GD said, farms need less disposable income than urbans.

The farmers earn so little now, that even if their disposbale income is doubled, how much will this sum be worth in 12 years time.
Everyone living here knows that inflation is a bid problem, with fast rising food costs etc.
Doubling sounds good, but they will still be desperately poor if inflation continues to have such an effect.
As for the definition of 'absolute' poverty - it does seem very low.
