Taking past Olympics as a yardstick it is safe to say that the host country always has an advantage. I believe that China will have a very strong showing but in the end will be short of the no. 1 position which will go to the US as usual.

The Thrill of the Chase .
China will be capable of vying for the total medal counts but not on the Gold count , I think . The US is too dominant in T& F and Swimming to be displaced from the top . China is still at the stage of searching for gold in the minor disciplines , like weight lifting and shooting , which do not carry as many events as the first two mentioned .
Nevertheless , it is the competition and the excitement of combat which counts . All Olympics are winners .

China has a decent shot at topping the medal tallies because it heavily invests in sports where more medals are awarded. So I'd expect medal growth in rowing, etc. but I also don't expect the Chinese to gain much or any ground in the more glamorous sports where the medal totals are more static.

Although the total gold or medal tally confer bragging rights , this is but a secondary consideration in the Olympic competition . To most sports fans , the keenness of the competition in good sportsmanship is the thrill . The agony and the ecstasy of winning and losing is part and parcel of the spirit of sports. The friendship crafted from competition is way above the national and patriotic blinkered views. The esprit d'corp forged during competition far transcends the narrow bigotry and zealotry that permeates the world in general .
There are measures to counting medals : Total count of G.S.B . Total gold only and allocation of 6 points for gold down to 1 for 6th place and add up the total . In the final analysis , these are artificial figures which would only interest non sports men and women . Those who would treat the Olympic Games as another battle of idealism and political system : blah to you.

THE U.S. MAY VERY WELL WIN MOST OF THE MEDALS, BECAUSE...
The US is spread evenly in all sports and do well in most of them. Yet, unlike other nations the Olympics is of less importance to most Americans than the 'SuperBowl' or the 'World Series' or the COLLEGE PLAYOFFS.
Still, the US has the world's largest variety of physical types and some people perform very well in particular sports after dedicating their entire lives to training.
While it is true Chinese train from childhood in particular sports, THAT IS ALSO THE SAME IN THE US, however, it is not sponsered by any state aparatus. Most children in the US start very early in all sports, and some children HAVE THAT AS PART OF THEIR CULTURAL TRADITION (LIKE AFRICAN-AMERICANS) whose very history as prisoners-of-war since the mid 1500's when African slaves were introduced to the Southern US, us part of a long, ancient legacy of sporting and training for warriorhood, both men and women.
Therefore, it is not just because of hard training and practice that certain Americans are very good at what they do. In like manner, it would be no surprise if people from Inner Mongolia had certain equestrian skills that has been part of their culture for thousands of years.
Let's take boxing. Boxing as done today is a bit different from what the Africans brought from Africa. However, a form of boxing called 'slap-boxing,' and another very fast and effective martial art called '56 blocks' or 'knocking and kicking,' as well as 'Capoeira Angola,' Capoeira Regional, Danmye, Ting -- all hand and feet martial arts are taught to many African-Americans and Afro-Brazilians from childhood. Therefore, it is not surprising that Mike Tyson boxed the way he did (that in fact had some 'kicking and knocking moves' of African origin -- or that Muhammed Ali 'danced' around -- that also came from the African style of boxing. With that tradition as well as simply practicing and dedication brings along the good chance of winning.
How then can people like the Japanese and those in the archery culture do so well -- isn't it because archery and training is held highly in Japan?
And why do Europeans and Canadians do well in skiing? Isn't it because that is part of their traditions, BUT THEY USE THEIR EVERYDAY SKILLS TO WIN IN THE OLYMPICS ALONG WITH THE TRAINING?
So, the nations that are EVENLY SPREAD OUT IN ALL SPORTS AND DO WELL IN ALL SPORTS MAY WIN (FAIRLY) MORE MEDALS.
Yet, any nation can win many medals if the sports they specialize in brings about more winners. A TROUP OF 10 WHO EACH WIN A MEDAL GOING AGAINST ONE PERSON WHO WINS A MEDAL (BOTH GOLD) GIVES THE TROUP OF TEN MORE MEDALS, BUT WHAT ABOUT THE NATIONS THAT ARE IN EVERY SPORT AND WIN GOLD OR SILVER OR BRONZE IN EVERY SPORT?
As far as the Olympics to -- MOST OF THE MEDALS ARE WON BY LARGE NATIONS WITH LOTS OF PARTICIPANTS. China has 1,300,000,000 people WHO LIVE ON THE CHINESE MAINLAND, AND WIN MEDALS FOR CHINA.
THE US HAS 300,000,000 PEOPLE WHO ARE OF EVERY RACE AND TYPE ON THIS PLANET WHO WIN MEDALS FOR THE US.
Jamaica has about 3,000,000 people - HOWEVER, IF JAMAICANS AND THE AFRICAN DIASPORA FROM WEST AFRICA (Nok-Wagadu) were not victims of the 'fragmented and partitioned old kingdom - THERE IS NO DOUBT THEIR POPULATION WOULD BE OVER ONE BILLION TODAY, and the too would have a higher concentration of the best atheletes coming from ECOWAS (the fragmented West African states once only two major regions Mali/Ghana and Benin-Southern Kingdoms).
Since China has most of her people in China, they have a larger pool of talent to choose from.
ECOWAS has most of her people in the Americas (about 300,000,000) while about 400,000,000 live in West Africa), AND UNLESS YOU TAKE ALL THE PEOPLE OF WEST AFRICAN DESCENT (MAINLY NIGERIAN, BNENIN AND GUINEA REGION) AND UNITE THEM WITH THE AMERICAS AND GO AS ONE NATION OF 700,000,000 PEOPLE, THEN THERE WOULD BE ON AN EQUAL FOOTING WITH A NATION LIKE CHINA.
IF THE EUROPEAN UNION WENT IN AS ONE NATION WITH ABOUT 600,000,000 PEOPLE THEY WOULD BE ON AN EQUAL LEVEL BECAUSE THEY WOULD HAVE A LARGER POOL TO CHOSE FROM.
IF THE NORTH AMERICAN UNION (US, MEXICO, CANADA WENT AS A NATION WITH 450,000,000, THEY WOULD BE ON A MORE EQUAL FOOTING WITH CHINA.
Ya'll see my point?
But atheletes are chosen based on how many qualify for particular sports. Many small nations don't partake in many sports, particularly 'winter sports' and are totally absent from these.
Many don't take part in gymnastics, synchronized swiming and such because they are not interested or they emphasize sports that they know they will do well in.
LET ME SEE WHAT THE AFRICAN-AMERICAN COMMUNITY HAVE TO SAY ON THAT

US uaually got the first place in this event,but I still hope China well be the best

As we see,China has get 32 gold medals in 2004 and get the second place,but we has just get only 63 medals in all. I hope China will get more medals in the Beijing Olympics(at least more than 63).
