Costa Rica cut ties with Taiwan: Who's next?

San Jose, Costa Rica/Taipei - Costa Rica cut diplomatic ties with Taiwan Wednesday to recognize China, increasing the international isolation of Taiwan, which is recognized now by only 24 mostly small countries.

Costa Rican President Oscar Arias made the announcement late Wednesday in San Jose.

Taiwan's Foreign Minister James Huang has scheduled a press conference for at 9 am (0100 GMT) Thursday. He is expected to announce that Taipei is cutting ties with Costa Rica and to denounce San Jose's severing of the six-decade diplomatic relationship with Taipei.

Costa Rica's diplomatic switch has further isolated Taiwan, which is now recognized by only 24 mostly small countries, half in Latin America including four in Central America.

Taiwan analysts are worried that Costa Rica's recognition of China could have a domino effect on Taiwan's remaining four Central American allies - Panama, El Salvador, Nicaragua and Honduras.

Costa Rica has switched its alliance from Taiwan to China and established full diplomatic relations with Beijing.

Costa Rica's President Oscar Arias has described China as a "reality that we can no longer ignore."

China's Xinhua news agency reports that a joint communique on establishment of diplomatic ties between China and Costa Rica was signed on June 1.

The switch is a blow to Taiwan, which China is working to isolate diplomatically to force its agenda of reunification.

It leaves Taiwan with 24 allies, mostly small and poor nations, compared with more than 170 countries that recognise Beijing.

Latin America, the Pacific and Africa are the main diplomatic battlegrounds for Beijing and Taipei, which have accused each other of using "chequebook diplomacy" to lure the other's allies.

Taiwan and China split in 1949 at the end of a civil war, and the leaders in both have ever since vied for recognition as the legitimate government of China.


My take:

No surprise here!   

China is a reality Costa Rica cannot ignore.

don't take it seriously. costa rica may well be dragged back to taiwan after their leaders be bribled(once again). sometimes it is just a waste of time and money to negociate with them.

Though it may come at a price, which I suspect, still it is a significant move toward achieving a fully recognized One China principle globally.

Blogger Sun Bin (from HK) made an interesting analysis that "the larger the economy of the states (the 24 micro-states that recognized Taipei) are, the larger the incentive to take the mainland over Taiwan"

really?

and what is costa rica going to do when Taiwan and china goes to war?  will costa rica send troops , money, supplies to either country??  I don't think so.  Therefore, it is a waste of money and time trying to set up ties with a banana republic for either country.
Yes, I can see it now, the spanish in costa rica is saying "si amigo, one china, mucho glassiss(thank you) for your money, dumb china man."  We got your money now!  ha ha ha dumb china mans.

Political isolation, and diplomatic suffocation is certainly a lot cheaper than the cost of war, and the ensuing reconstruction cost.  Therefore, China saves money practicing checkbook diplomacy.  China has purchased almost one billion dollars worth of Costa Rican exports.  I¡¯m sure they like that business to continue with China.   

Are we going to see a domino effect ¨C just heard Panama is thinking of switching too!   

Checkbook Diplomacy is nothing new, as it is cheaper than Gunboat Diplomacy, both in terms of actual cost and human life.  But then I¡¯m not surprised a warmonger like you cannot see that.

I'm not fond of Checkbook Diplomacy, but it is still a better alternative than Gunboat Diplomacy.   Having Costa Rica or not, is really not a big issue.  But if a domino effect takes place, the increasing political and diplomatic isolation of Taiwan, may give rise to practical reality, instead of political ideology.  

China and US just completed the 4th meeting between NPC and the Senate.  The most salient point to come out of that meeting:  

US reaffirmed that it adheres to the one-China policy, abides by its obligations in the three joint communiqu¨¦s between the two countries and opposes Taiwan independence.

one billion per year for costa rica.  and there are over 200 countries on the planet,  if you give one to 5 billion to every foreign country times 200  that is over 250 billion dollars each year.  So, i don't think check book diplomacy is all that cheap.
  Just face the truth.  Mainland china is too afraid to fire the first shot,  after seeing how difficult it is to occpy a foreign country in iraq.  China can't do nothing.  Not a thing.  In fact, i have never seen mainland china gone to war with anyone who has weapons.   Just look at Tibet and tainnamen square.  Beijing is only good at attacking unarmed defenceless folks.  Anyone who is well armed like Taiwan.  mainland will never have the guts to invade.  
   Resorting to check book isolation is rather girly and cowardly if you ask me.
Just refer back to junior high school.  When you see two young teen age girls fighting,  The richer one offer other class mates not to be her friend.   And tries to isloate her opponent that she does not like.   
   Quite immature and not effective, since all the asian countries all has military alliances with each other to military contain mainland china.   So, it is quite obvious your check book diplomacy is not working very well either.
   ha ha ha!!

US Gunboat Diplomacy:

-        $500+ billion dollars already spent for the War on Terror, and it is still not over

-        Off balance sheet supplemental spending not included in total

-        Some economist estimate it may take $2 trillion dollars before it is over

-        Very costly and gains nothing but dead Americans, Iraqis, etc.

-        Increased animosity around the world towards USA (Notice the Worldwide Poll numbers)



China Checkbook Diplomacy:

-        It¡¯s not like China gave Costa Rica $1 billion dollars.  It purchased $1 billion dollars worth of Costa Rican products

-        China can target the other 20+ countries that recognize Taiwan with similar trade purchases to encourage a switch

-        China already has 170 countries supporting the One China Policy, so it doesn¡¯t need the other 20+ countries¡¯ support, but it is nice to have

-        Since China buys products from other countries anyway, it¡¯s smart to target those 20+ countries with trade incentives to switch

-        Since China will buy products anyway, buy from those countries that can offer strategic side benefits

-        Increases the probability for peace, and decreases the probability for war when more and more countries support the One China Policy


Political Isolation + Diplomatic Suffocation = Cheaper Checkbook Diplomacy compared to Gunboat Diplomacy

Hey Vince,  I hear Blackwater is hiring more cannon fodders.  You better go serve, since you are such a warmonger, and if you survive Iraq, you can then afford something better than Sacramento.  Don¡¯t just be a wimpy warmonger talking tough from Sacramento.

Maybe China should try to get St Lucia back given it switched ties back to Taiwan again a little while ago.

I'm not sure what you mean. The only reason I mentioned it was that it had recently changed recognition, so it might indicate that its views are flexible.

Of course I do wonder if the constant fighting over relations is that worthwhile, given it just causes tension between China and Taiwan (even the KMT get annoyed). Maybe after the 2008 elections China and Taiwan can come to a gentleman's agreement to stop the tug-of-war so relations can improve faster.

Their recognition, which depends on who gives them more dollars, doesn¡¯t change at all. Anyway, Taiwan has already failed in diplomatic competition with the mainland, although St Lucia is an exception.

I don¡¯t blame these small poor insignificant countries for trying to leverage the best deal they can get from either China or Taiwan.   If I were St. Lucia or Costa Rica, or whatever, I would do the same thing.  

But if I were China, I would make St. Lucia an example.  Even if St. Lucia said they want to switch back, I would say, no thanks, as China doesn¡¯t want to play those games.  The 20+ free agent countries are free to make their decision but they need to live with the consequences of that decision, as St Lucia is painfully learning.  

China¡¯s Checkbook Diplomacy is actually very practical.  Since it needs to buy products anyway, it makes common practical sense to target those free agent countries and possibly get some strategic side benefit too.  

In an ideal world, both China and Taiwan are at peace, without tensions exploitable by outsiders.  But in the real world, I¡¯ll settle for practical Checkbook Diplomacy, since the alternative, Gunboat Diplomacy is more costly in human life, and money.  I support anything that will strengthen Status Quo, give both sides time to bridge the political gap, increase the chances for peace, and decrease the chances for war.  I¡¯ll settle for a tacit peace with Status Quo, until both sides can agree on an enduring peaceful solution other than Status Quo.

That is not speaking out of two sides of the mouth.  These are two separate issues.  US reaffirming Status Quo, and opposing Taiwan independence is about maintaining peace ¨C a proactive step to preserving peace.   

US supporting the Taiwan Relations Act of 1979 is about USA¡¯s potential role if violence breaks out between China and Taiwan.  Read the Act carefully since it doesn¡¯t say USA has an obligation to defend Taiwan.  

I¡¯m surprised you cannot see the difference ¨C one is preserving peace, and the other is the potential response if there is no peace, but violence.  The former is happening now, and the latter may never happen!  See the difference?

If taiwan wants its independence, i agree.

But it should fight for its right, not beg.

Let me guess the result: the Taiwanese get their respect and the Chinese get their land.

China buys 1 billion of costa rica's what products??  Useless junk that china can make cheaper and faster??   This sounds like a waste of money to me.

china can continue to give out free money to 20 plus countries,  but in the end Taiwan will still be independent.

china has blackmailed 170 countries to agree to the two words "one china" with slave wage labor rates,  but the 170 countries still formed military alliances to contain china.   

when china continues to promote the one china policy.  It only shows the international community that mainland is very desperate to steal Taiwan, and that this facist beijing can't be trusted to establish positive relations with the neighoring country of Taiwan.  Thus, international community will have to continue to monitor the status of Taiwan strait as well as the korean locations.   This shows the world that china is not interested in its lies of "peace rise", but rather wishes to dominate the aisan neighborhood militarily.

I don't care what you say.  
All the streets in Taiwan has the word indepedent written on it.  All the buildings has the word independent written on it.  All the houses, cars all have the word independent written on it.  
There is nothing you can do.   You can go give out all your money to africa, mexico, costa rica.  I don't care.  But,  everyday in Taiwan, we celebrate our indenpedence.  We drink beer, dance, and all sing to the most famous song,  The independence song.

There is nothing we can do? Well, hollowing the diplomatic basis of an independent Taiwan is a tiny but important part of what we are doing to extinguish your unrealistic plot. I understand you don¡¯t like Checkbook Diplomacy, because you have no money in your checkbook to understand it.  

Gunboat Diplomacy is significantly more costly, so you should lament how USA is wasting upwards of $500 billion dollars and counting, and achieving nothing.  That is a waste.  

Buying Costa Rican goods is certainly more cost effective than wasting half a trillion dollars already.  

There are less than 200 countries in this world.  China already has the support of 170 of them.  Having the other 20+ is nice, but not necessary.  

BTW, Blackwater pays cannon fodders more money so you need to sign up now.  If you survive Iraq, then you can afford something better than Sacramento.
