If all the citizens had high moral character, they would always follow the Golden Rule, always think about how their actions affect all their fellow citizens and the well-being of their nation and act accordingly, they would run their jobs and businesses in accordance to the Golden Rule and what is best for their people and nation, etc. Laws are only needed when the citizens have bad genetics: they must be controlled like criminals, animals, and immature children. So, if you perfect the genes of your nation, there would be no need for any laws what-so-ever because every citizen would be behaving perfectly. China could be this perfect nation! China needs to just do a better job at improving their gene pool so they can achieve this.
Do you mean that the behaviour of people is only determined by the gene.It is without any relation with environment and experience.But I don't think so. What you have experienced would dramatically effect the attitue of the world or the value of life for you and then determine what you would select to do.I think freedom based on contrainment.They are like two sides of the coin.And the good laws would help us to make more fair and cozy for our society.And we would find more possibilities in the world and creat more opportunities.
