A line of urban management officers, known as chengguan, stare in silence at illegal vegetable sellers in Wuhan, Central China's Hubei province, Sept 19, 2012. The novel execution of duties adopted by the squad, which is sometimes criticized as oppressive across China, has received satisfactory results as the officers have succeeded in making illegal vendors behave, according to local media reports.

What a novel approach! I have worked in hospitals where on occasion a physician, being stressed would take verbal frustrations out on a staff member. Other staff would call a "Code White". In a "Code White" all the available staff would come and stand and silently watch the physician. This is very effective in stopping some bad behavior. Unfortunately, it doesn't always work as there are some who love to have an audience for their bad behavior.
