I believe many Chinese don't fear the goverment because the government is the way it is - they fear  ...

That is not the fear I'm talking about.
The fear of Government agents taking you away, because of something you said or wrote.
Many people in the west still believe that the China army has guns to the peoples heads.

I'm not a big fan of China administration too. They always want someone else to do work. No one wants to take blame or make decisions

"If criticizing the Chinese government means being ‘anti-China,’ then most American media would be 'anti America'. The China in the term anti-China media refers to a country with a 5,000 years of history, a very vast land. It is not someone's dynasty or career, nor some party's reign. If you hear people talking about "anti-China" media again, you may think this way: he may be smoking Zhonghua cigarettes, but even Zhonghua does not represent the country of China. Who does he think he is to represent the country?"

UYA,
in your book a Hero of the Falibre of a Stauffenberg could not love his country, had to hate his country, because he was afraid of it's Gouvernment?

Actually your question is a total throwback to the Cold War. It's phoney or at least nonsensical.

In the West, governments generally do fear their mature citizens. Citizens too sometimes are afraid of their governments - or certain institutions of it. But in the final analysis, a government should be in awe of its clients, i.e. citizens. If it isn't, it will act in contravention to the nation's interests. It will do harm to its citizens with impunity.

Nice Point Seneca.
Especially the choice of words.
That in fact is how a State Official in Baden-Wuerttemberg once put it to me.
"You see,the Citizen handing in an application is the client, to whom we have the job and duty to enable him to get approval for those requests as far as they are compliant with the laws and the relevant rights of affected other citizens." or something like that.

To the point of the topic; I live here in China as well as the US and other areas not need mentioning for this topic. Point is I have observed and interact with the locals here in China daily; as said I live here with them. That said I see the common people with almost no fear in their hearts of their government. I say almost, because they do understand there are consequences for breaking the rules, or law. So I exclude that from the equation for the most part thus leaving me seeing practically no fear. They tend to daily life and for the most part find themselves content to merely survive. Perhaps save up a few renminbi to buy a house or a car, because a young lady will never marry unless the young man has accumulated such properties. And the young ladies too busy chasing those commodities to worry about what the government is doing. So I exclude that from the equation for the most part thus leaving me seeing practically no fear. But this does not mean they could not have a better life, and they could have it much worse too. The government has made great strides in assisting to pull the netizens up out of poverty. It's a work in progress and very inspirational to observe their spirit.

Now move up the ladder from the common folk to the upper class and successful business entrepreneurs. They find themselves interacting more with the government officials. But again we have here the chasing of ones tail of daily affairs where issues are at a local governmental and not national level. So fear their government? Again I will answer no, but fearfully respect of their government's authority, legitimately yes.

Now we move up the food chain to the top party elite. I believe they fear themselves more than anyone below them on the food chain. They know there are many political games and maneuvers that are played between them and they know they have the most to lose should they make a mistake.

The irony of it.

But this is not a brutal dictatorship as seen in other countries either where only rebellion using fire arms have recently freed those people form said dictatorship iron fist rule.  Thank GOD for the 2nd Amendment to own and bare arms. This is a country, government focused on lifting its netizens up and strengthening itself. So as the countries elite lives a fine life, justifiably so, while governing the affairs of a nation and so many people. They have had a keen interest in maintaining that control with an iron fist in a velvet glove; thus raising no cause for alarm to date as I can see. And believe me; I am as conservative and capitalistic as they come.

But they say absolute power corrupts absolutely and this story is far from over.

Ok...phrase it any way you want

Then you agree with me that the government serves the people, not people serve the government or "government exist for the people..not people exist for government"
(some how I know this is going to go wrong)
