A question of time and policies . Can it ? of course. Will it? Time will tell.
The System in the USA and the British Club is initially quite different from that of China.
Currently the TOP THREE state in the globe are RESTRUCTURING, REFORMING - might look more similar to each other eventually.
Let's recap the THREE SYSTEMS.
Basically The British has the most advanced developed system since ancient times.
It has the ESTABLISHMENT with the MONARCHY, hereditary elite (mostly land owning and in our modern age, Investment Houses with shrinking importance) and the STATE INSTITUTIONS (professionally run with educated scholars). It has representation of the modern REVENUE MERCHANTS (basically the NEW STATE REVENUE) which could be hereditary or new blood. It has representations of MIDDLE CLASS, WORKERS and even UNDERCLASSES via a ELECTED executive Prime Minister that makes decisions for the STATE INSTITUTIONS.
The United States basically is an UNDERCLASS origin NEW RICH rebellion against the British Crown. Initially, it was a rowdy group with REVENUE MERCHANTS (basically plantation owners initially - later became INVESTMENT HOUSES) - started with REBEL plantation owners, later some progressed to become INDUSTRIAL BARONS eventually resulting in a series of RIVAL based on Clans, Tribe, Cult groups. The American State Institutions started late when the FEDERAL CAPITAL was established in 1791 (basically a young institution). The President is ELECTED via a series of system that shares between citizen numbers, and local state powers (basically Revenue Merchant controlled)
China is the oldest of the trio, and has developed many of the systems that both the British and the American state uses. However the STATE INSTITUTION split with the MONARCHY and competed to control the REVENUE MERCHANT. Increasingly the Central State Institution became region based, while the Monarchy came about from rebellion of different regions. Most of the time China was FAMILY BASED STATE. It had a MONARCHY, STATE INSTITUTION, a strong EDUCATED GENTRY for it's middle class with a organized underclass network. By late Tang dynasty - an organized CULT network was established - representative of modern society generally.
By early 20th century, due to STRESS of FOREIGN entanglement, CHINA decided to dismantle the Middle Class, the Rich (revenue merchant) and threaten the CULT networks. It lack a ELECTION system to select a EXECUTIVE BODY to supervise the STATE INSTITUTION. Instead it REPLICATED the STATE INSTITUTION bureaucracy and use EXAMINATION system to install the POLITICAL EXCO. The Monarchy was abolished in 1911.
China terminated administration based on HUMAN NATURE, and tried to give an appearance of a state run by "farmers, workers" - basically UPSIDE DOWN system - where the "least educated" appears to rule.
