Rt. Hon. Najib is only the POLITICAL LEADER in an executive position!
He is worried about the VOTED, or ELECTED position in the Malayan government machinery!

This is our Malayan Federation system of government.
It was created as an inherited heritage from the British Empire!

The real machinery of government is the BUREAUCRACY and the state employed INSTITUTIONS.
Most of the civil service are only part of the post world world 2 - growth in the state's SOCIAL SECURITY benefits - and is financed directly from employee's contribution or direct tax.

There is the minting capacity of the Federal Government, and the revenue collections by the GLC - especially by the Petroleum, Electric, Telco which is spent on FLEXIBLE EXPENDITURE.

Our current POLITICAL EXCO is worried about "which faction" will be the next NO.1 AMONG EQUALS of all the main 5 factions. This is the Penang-suburban kedah/north Perak, the Kota Baru-Kuantan, the Malacca-Johor Baru (this is Rt. Hon Najib's main faction power base), the Kuching-Sibu-Miri  and of course the largest hub - The Central Malayan Faction in the Kinta Valley, Klang Valley to Port Dickson!

Kbay is just trying to be funny!

Now, the Malayan Federation has reformed quite a lot.
The most changes occured during the Badawi Administration, after the departure of Dr. Mahathir from the Political Excutive Position in the Malayan Federal Government!

Now we have enough University position for all kind of courses!
In fact, we have excess supply of university graduates - more than job openings!
This results in many graduates becoming entrepreuners!

With control of "illegal" and "foreign migrant workers" - salary of entry level work, and work in 3-D category has improved by leaps and bounds.

Car sales has jumped in the last 10 years, and home ownership is secured with "low cost homes" (since the day of kampung Medan riots), and now Rt. Hon Najib's "affordable home schemes" for young executives! (homes with price below M$220,000 or Rmb500,000).

The steady increase in incomes means, Civil Service pay has also risen in pace of the national economic growth!

We have implemented the 5 STAR kongfu, WHICH means Malaya would also try to make all classes be the BEST THATTHEY CAN BE. or BOB = Best of the Best!

We have a community movement who are interested to rid citizens of lies, ugly manipulation. In it's place, openess, efficiency, and less corrupting enviroment!

Since the implementation of the "competing factions" kongfu

........we have seen ACTIVE factions compete.

New Downtowns were planned in all the factional cities, towns.
In my hometown of Ipoh, we have a new CBD, repainting, revitalization of the city.
Lately, even a air condition public bus service has been introduced.
The stagnation since 1970's has been removed!

This is PROGRESS!

30% requirement means slower sales! (dead stock)

10% to 15% discount means less profits!
Kbay must be paid "voice" of the real estate guild.
Kbay must have benefited from the "local autonomy" of city, state currently. Makes COST lower. (no need to bribe for land conversion rights, and speedier service)

But, Kbay, we need to worry about SOCIAL SECURITY of having some member of the other races in our community. That's what the 30% rule was for! Not all the units are taken up - the "dead stock" problem is limited to only 10-15% of a project!

With the SAVINGS from the efficient local government, this should be LESS OF A PROBLEM now compared to the past!

There is a TIME LIMIT on the "dead stock" holdings!

I think most state governments, city authorities allow BUMIPUTRA lot open sales after a "time limit".

Isn't that true? Mr. KBay?
