This is part of the GREEN INITIATIVE.
The increase in range of energy and increased efficiency!

I was looking at the development of electricity, cooling, heating in commercial, industrial sites.

As it seems, like in Malaya, where the COGENERATION system using biomass waste for energy generates Electricity, Steam, Chilled Water - basic utilities needs for the Oleo plant and the inhabitants of the plantation worker's village. This is also evident in the massive number of DISTRICT hot and chilled water facilities in city centres and industrial estates.

Would latest development of FUEL CELLs create a new trend in CHINA and the WORLD.

This would be the DISTRICT UTILITIES plants. With Natural gas piping, SCALE of CITY CENTREs, satelliteCity hubs, even Industrial estates.

I have seen the growth of DISTRICT UTILITIES in USA, Europe and in the last 20 years in Kuala Lumpur City Centre and now in Singapore. The development of FUEL CELLs, a direct result of SPACE EXPLORATION program is worth more effort.. Production of electricity and harvesting energy the heat increases efficiency now disposed off in the turbine systems of power plants using COAL, NATURAL GAS, or Nuclear!

This will reduce load on the national grid, saving cost and reduces chance of brown outs, black outs. More medium scale independent business will become available to companies and create more quality jobs in cities, industrial sites as well!

China should not overspend on the fast rail, especially rail routes to nowhere! Some diversion in creating infrastructure sites for DISTRICT UTILITIES in preparation for fuel cell breakthroughs!

Pearl River Delta government will feel compelled to increase public works!

This will probably mean extension of MASS RAPID TRANSIT, and rail connection to satellite township (a housing system to create affordable homes for newly formed citizens nuclear family!)

Could the Guangzhou entrepreuners developed the BUBBLE ELECTRIC LIGHT TRANSPORT vehicle as a 2nd family car instead of the common ICE Automobile. The car should be made mostly out of fiberglass,or aluminium alloy to SAVE on WEIGHT, thus making electric cars have better range with less battery load.

Most 2nd cars in developed nation, and in Malaya Central region are either small car or large underpowered MPV. It's purpose is often to send the husband to work, children to school, go shopping in the neighbourhood stores before the wife or spouse goes to work either full time or part time within the township!

The electric car is totally INFERIOR to the ICE car especially in range, comfort, safety and fast refueling attributes!

Development of the BUBBLE ELECTRIC LIGHT TRANSPORT vehicle will solve this market niche, create a new industry in Guangzhou. The development of MASS TRANSPORT infrastructure will help develop a range of technologies such as MOVING SIDE WALKs, and help encourage or develop the PUBLISHING, hand held computer gaming, and soft drink/snack vending industry in the Pearl River Delta Super Metropolitan cities!!!

This is also another GREEN INITIATIVE that does not hurt the Chinese economy!
It will increase use of electricity, using domestic availbale energy sources such as coal, nuclear, hydro! It gives Guangdong an opportunity to export a HIGH TECHNOLOGY new vehicles to the Trade Route and overcrowded European cities!

Battery life of Electric car is another big problem!

There is only a certain limit in charge/discharge cycle in batteries.

Heavier vehicles common in ICE automobile would require big power capacity batteries.
The advantage of crash resistance, comfort, higher top speed, easier refuelling methods - all vital in a normal every day use car!

Development of a light weight - with similar capacity would be a TECHNOLOGICAL MARVEL, and be able to fulfill the role as the 2nd FAMILY CAR in Guangdong's ever rapidly expanding large middle class societal segment. The need of a competitively cost "Family vehicle" for short distance trip, safe, protected from the elements - rain, heat, glaring sunlight, with comfort of music, air conditioning, maybe even humidity/ionic level control - that is not costly to maintain. This is in reference to of the  battery exhaustion in such vehicles!

This business niche would be GUANGDONG's! in addition to having a "high quality" automotive Internal Combustion Engine industry; Guangdong has the advantage of having the largest concentration of Middle Class citizens in  China!  The combo production ICE vehicle, and the technological marvel of the bubble electric light vehicle  will also help to reduce need for excessive crude oil, synthetic fuel from natural gas or coal sources or biofuel - This will help ensure that all of China's citizens can afford the comforts of modern life!

The pressure on Central Government energy companies to garner excessive crude oil resource globally will be lessen and goes far in helping improve the quality of life of more Chinese citizens!

it will be a long time until we beat the Rankine cycle for power generation

The steam turbine system is supposed to give up to 35% to 50% efficiency dependent on fuel sources, it appears!
(we have heard talk about "combined cycle natural gas", super heated plasma burning of coal, biomass, urban solid waste)

Due to noise, scale, size, pollution consideration, the power plants are sited far way from the "pleasant surroundings of the cities". If  the FUEL CELL developments comes to fruition with so much talk in the media and the trade - I would reckon the efficient scale down electricity production can be undertaken with the heat generated utilized. Individual BOILERs, CHILLERs are being made obsolete with the  CHILLED, HOT water district utilities facilities!

It's a practical consideration, and looking at the massive numbers of HOT, CHILLED WATER district facilities in our region. The breakthrough would be productive marvelous and GREEN too!

Have China's local government made zone available for massive public works in underground conduits tunnels to serve this development?

No, they are not the first.

Germany is going a step further and promotes "household power stations".

These are soon available units developed by Volkswagen and an electric power supplier in Germany.

The aim is to decentralize the supply and produce power on demand by a computer controlled  grid of networks.

I can post info material later on.

that defeats the purpose of SCALE.
the name of the game is efficiency.  Capital needs cost down! Efficient use of fuel - this case probably natural gas in cities!

use of biomass, coal, fuel oil, diesel is not a problem in industrial sites!

ha ha ha
