The carbon trading system has created a multibillion-euro windfall for some of the continent's biggest polluters, with little or no noticeable benefit to the environment.
The (UNFCCC) climate summit ended Saturday 13 dec.2008.  The summit had been stalled over whether industrialised countries would give to developing countries facing climate change effects a larger portion of the money they make by trading carbon emission permits.
The scheme collapsed when the industrialised countries did not agree to increase from two to three the percentage of levy from the carbon market. An Indian government delegate who had been present at the meeting said the naysayers were led by the European Union, Japan, Canada, Australia and Russia.

The US is the major proponent of an international north pole.  It is arguing against Russia, Canada, Denmark, and Norway.  Although if the others get there way, the US will get a slice of it too due to Alaska.

First the comment as a point
But whether, on the basis of such evidence, it is wise for the world's governments to embark on some of the most costly economic measures ever proposed, to remedy a problem which may actually not exist, is a question which should give us all pause for thought.
The main word is evidence that the World's governments should evaluate and the cost of global cleanup, which is whether or not the weather is the "meaning of global climate change" which is isn't the depletion of the o-zone layer is the eveidence of global warming and the cost of this cleanup appears to bring better air quality to the forefront of our lives.

OK fellows, no worries. Geoengineering is straightforward -compensate for an intensified greenhouse effect by reducing solar radiation reaching the earth sounds like science fiction doesn’t it! Sulfurous debris, JUST one million ton a year shot into the stratospheres. With 15 KC-135 Jets on 250 days per year with 3 trips a day it’ll be a job well done. Just 15 of the big birds will do the trick. The Air force is proud owner of 450 plus. The side effects from such a mind-boggling project I don’t dare to think about.
BUT it would allow us to keep burning fossil fuels. Isn't that the whole point?
Climate does change, all by itself, even if we don't help it along. The Sun is not such a perfectly steady star as we so readily assume.

A simple question:
How come the so called ‘backward’ China is mass-producing a plug-in hybrid electric vehicle, BYD, the F3DM, which is selling for 149,800 Yuan, can travel 100 km (63 miles) on its 2000 cycles battery before needing to be recharged and can be plugged in to any average Chinese 220-volt wall outlet. More then enough to go to work and fill up with VOLTS before the1-liter gasoline engine that charges the batteries for extended driving kicks in.
BYD founder and chairman Wang Changfu said, "The development of electric-powered vehicles is the best way for the Chinese auto industry to surpass other leading countries.

Well-done Mr. Changfu. If the industrialized countries would pull their socks up, Australia for example would not rank amongst the worlds 4th largest polluters. The USA and their refusal to sign the ‘Kyoto Protocol’ said it all; just another sign of how behind the U.S. actually is - thanks to their oil lobbyists.
