So? China is still woefully underserviced by railway lines with just 125'000 kms of tracks whereas the USA has 247'000 kms.

It is much easier for such an underdeveloped country to lay high-speed tracks because China is building NEW railway lines whereas developed Europe and the USA cannot follow suit due to much higher railway kms per square kilometer ratio.

Can China afford to extend its current network to 247'000 kms to match the USA???

I don't think so.
