Dont blame the cheats, blame the education authority who allows fake qualifications to pass under their nose!

The cheats are not very smart, often thry just photocopy a genuine diploma with fake teacher's name over it.  Any alert officer at the education division should be able to spot  the fake.  The Authority must insist on sighting the original diploma!

China should ban privately-run, for-profit, English-language schools and allow only State-run, non-profit, public schools to offer English-language lessons by duly-certified professionally-trained English language teachers, regardless of race, ethnicity, color and nationality.

Forging of diplomas and certificates for foreigners has been going on ever since the 1980's, when China first opened up to Language Learning. Government officials knew about it, but didn't act on it, and the practice became an everyday occurrence.

At first, all you needed was to be a "native speaker". If you had a TESOL or a TEFL certificate, you could earn more money. Recruiters leapt on this because it gave them an opportunity to charge more money. Then you had to have a Bachelor's Degree, then a BA degree. Now you must have a Bachelor's plus 2-years experience teaching. But ... that 2-years of teaching experience does not have to be in a language discipline, nor does it have to be in a formal educational institute environment.

Of course, all of this means nothing when schools and recruiters are still willing to forge qualifying documents for foreign teachers ...

Right. Another job for The Government. The Government is in charge of its people from the cradle to the grave. It allows Chinese people to produce one child or now two per every two adults, it gives the newborn life support until they are ca. 1 year old. Then comes the kindergarten followed by "school" and that by "university". The children are still children. The Government donates jobs depending on the applicants' school leaving certs. Then The Government monitors their thoughts and movements and gives each of them boni for good behavior and withholds boni for bad behavior. Later The Government will retire them and pay for their upkeep until they expire. The Government, the little people's one and enduring friend, will also practise English or Russian with them. It will allow those who speak poor English to travel abroad, and those who speak excellent English, it will keep in China. Those who speak good Russian will be allowed to visit Russia, and those who speak bad Russian will not be allowed.

You are repeating your old unsubstantiated claims that I have previously demolished. You try to get a position in China in any capacity and see how difficult it is to be hired legally. As for illegal employment, a tourist cannot get a visa for long enough periods so it is beyond tourists to even try. The exception might be N Americans who get multi-entry visas for ten years.
