No. China must intervene to overthrow Kim and disarm DPRK and ROK. US forces must leave. Korea is China's "front yard" (like Canada and Mexico are to US). China must take responsibility (in cooperation with ROK and USA). The Kim regime is criminal.

There are 'contraband traders' everywhere, not just in China.  In fact China was itself a victim when contraband traders smuggled oil into China from nearby Vietnam to avoid paying tax; they were sometimes caught out at sea.
What contraband traders do should not be blamed on the Chinese Government which is going after them, sometimes win, sometimes lose.

I can see that is your consistent view over this region but that will not work out because

1) China has no desire to occupy another foreign country.

2) North Korea will not just stand by.

3) War is bad.

North and South Korea should be given a chance at re-unification.
