Sorry, Chaoyang District is not China and China Post is entirely in their right to throw away mail that bears addresses written in a foreign language, and they do. I did  some mail via my employers on occasion that had address labels in English but the rule was that only big units which regularly received mail from outside of China could receive mail whose address was written in English. The post office in charge would then scrawl some Chinese beside the English address to help the postman on his arduous job.

Chaoyang or No Chaoyang, CHINA POST is CHINA POST. For DOMESTIC posts, yes, it has to be in CHINESE. For International POSTS, CHINA POST accepts ENGLISH ADDRESSES.

I do not complain about CHINA POST BANK services because I don't use them, but I might not complain if I used them The POST OFFICE services, however, are shockingly lousy.
