I don’t understand why they were cleaning drinking glasses in toilet restrooms in the first place.  ...

If a Chinese businessman pissed in them, where are there supposed to wash them?

If this is happening in top hotels, you would wonder what is happening in local hotel chains.

One can imagine, so that's why one should not consider staying in anything lower that an 5* or 6*

They’re supposed to collect drinking glasses and place them in cleaning machines. After rinsing, they’re blow dried and wrapped in cellophane.
