he author is somewhat superficial in his assessment. For example:

China writes checks to befriend other countries, and it does so without the demands the U.S. typically requires of its loan-recipients (like adherence to human rights). Yes, the U.S. still has the almighty U.S. dollar, the world’s global reserve currency, which ensures it remains a player in the global economy for years to come


China hardly writes cheques; it lends money to developing nations when infrastructure projects have been identified and approved.

The benefit for the countries that receive these loans are clear: they get roads, ports, hospitals built for their population.

But the downsides are quite considerable:
a) Contrary to China's public posturing, it does set conditions. The first one is that the recipient nation must cut diplomatic ties with Taiwan and recognize China only.

b) And China sometimes flexes its bizeps to push the recipient nation around. Not many years ago, Ghana was awarded a Chinese loan of about 800 million U.S. dollars. Unfortunately, the Ghanaians also had a serious problem with Chinese illegal gold diggers. These people numbered in excess of 10'000 and were difficult to dislodge and deal with; they were armed to their teeth and behaved as if the territory they were working in belonged to them. Nevertheless, Ghana deported some, and what did China do?

It stopped the disbursement of the loan.

I haven't noticed that China is using algorithms to improve Chinese people's behavior. Do they behave more civilly? In my opinion developed over several years of observing things it is the opposite: it's getting worse. There is nil civic-mindedness among the Chinese people. What for? The government is their keeper.

But on the other hand, digitalisation and video cameras combine to help the rulers keep a watchful eye on their subjects. You can now go nowhere without leaving your traces in the electronic media and the Internet. China is becoming Animal Farm.

Since the late 1980s, the western media has constantly projected China as becoming a dystopia for ulterior purposes, even in the face of China's amazing economical growth, and social development. They pull all their stops portraying China as a fearful place, while the large companies and conglomerates thronged to China for business opportunities and colossal profits through investment and trade, thinking their China adventure would repeat the story of the early years of the 20th century, grabbing resources and flooding China with their goods meanwhile leaving China weakened and impoverished.  

They apparently have failed to do so with today's China, no matter how hard they have tried.
Believe it or not, it's true.

The Western Media likes to blame China's problems on State Socialism while giving Market Capitalism credit for China's economic prosperity. Notice how the Time article calls China's system -- "State Capitalism" [sic] -- not State Socialism even though it says all these State-owned Enterprises serve the interests of the Nation instead of generating profits to Capital. All one needs to do is compare China to any developing country in the non-Western World just to see how the Capitalist West brutally exploits the Third World.

China's chequebook diplomacy is much better than Britain's gunboat diplomacy which forced HK to be  ceded to them at gun point!

You have the mind of a child that has just learnt the history of 19th century Britain and China and has missed the last two centuries. Gunboat diplomacy was then, not now (except that China often resorts to gunboat diplomacy with its neighbours). As for chequebook diplomacy, you are supporting venality and corrupt practices there. Look at what's now happening in Zimbabwe thanks to China's "chequebook (so-called) diplomacy".
