Xi Jinping said Wednesday the Communist Party of China (CPC) will strive to fully transform the people's armed forces into world-class military by the mid-21st century. By the year 2020, mechanization will be basically achieved, with IT application coming a long way and strategic capabilities seeing a big improvement. The modernization of the national defense and armed forces should be basically completed by 2035, Xi said at the opening session of the 19th CPC National Congress.

The CPC will build a powerful and modernized army, navy, air force, rocket force, and strategic support force, develop strong and efficient joint operations commanding institutions for theater commands, and create a modern combat system with distinctive Chinese characteristics, he said.

"A military is built to fight," he said, stressing combat capability as the criterion to meet.

Technology is the core combat capability, he said, adding the people's military will be made more innovative.

The PLA has taken great steps forward over the past decade. What might it look like twenty years from today? I do not advocate the use of force, but how would its military gain hands on experience?

All the modern technological advancement in military machines in China cannot replace or replicate the true grit, courage and tenacity of the PLA in the past. It is good to improve on technology but it is useless without courage and the will to fight to the end. Modern technology can sometimes make one over confident which is bad during a war.

A modern, high-tech Army needs people who are not only skilled in STEM disciplines but also equipped with the virtues of loyalty, discipline and love of country. The quality of spirit is far more important than the weapons of war: loyalty, discipline and above all, love of country and its people. All the technology in the world won't give you those virtues; instead they might tempt an Army to depend on gadgets and gizmos. Look at the Japanese Samurai: the only weapon they have is a sword but their power comes from the Code of the Bushido. Look at the KMT Army: they had all the weapons that Yankee money can buy in the world but they couldn't defeat the impoverished but disciplined Red Army.
