What a silly proposition!  Just because there are many fake diplomas does not mean the requirement for a foreign degree to qualify for foreign expert certificate should be abandoned!  What is needed is closing up the loopholes.  Qualifications matter.

Wrong of you to advocate teaching by unqualified teachers!  The foreign degree required is but the basic minimum;  if a person intending to teach doesnt even possess such basic requirement he/she should not be recruited.  Yes, the mother you mentioned can teach her children English, but most of the time it is peppered with her local slangs, poor grammar, wrong spelling, etc, not good enough for formal English education which good overseas universities demand if the Chinese students intend to go broad!

That may well be the case, but  just because foreign teachers are  required to prance around the class entertaining the Chinese kids, does not mean that the  basic qualification requirement should be abandoned. All inrending teachers myst mean the State's minimum teaching requirement.

If you want "qualified teachers" to do a good job in China you will first have to dispose of the education officials that decide what has to be taught, how and what the aims of teaching English in China is. There is a contradiction between hiring professional teachers that have to obey political appointees with nil understanding of what happens in a classroom. People recruited for the sole purpose of "facilitating" oral English usage don't need such certs. I am all in favour of professionalizing teaching but why not ask first of all that local teachers meet relevant criteria? A teacher who CANNOT speak the lingo she is teaching is unsuitable.

I am the first to call for professionalizing the teaching of English but the first to break professional rules are Chinese institutions that hire Chinese English teachers who cannot speak the lingo they are teaching. A teacher who cannot speak and understand spoken English should not teach it to children.
