Ummm ... no. What he means is that since the technology is already in place, and many governments in earthquake-prone areas utilize this technology through by-laws and building codes, when is China going to do the same? It is not difficult to construct/renovate buildings that are earthquake resistant. Tokyo, Los Angeles, Spokane, Seattle, Vancouver, Victoria, and Anchorage are just a few cities around the Pacific Ring of Fire which have implemented building codes to reflect earthquake resistant structures. If China was to implement codes for their own buildings, a lot more lives could be saved. Of course, with the propensity of contractors to bypass building codes in favour of profit, Heavy fines and other disciplinary measures would also have to be put in place to discourage the corruption that is prevalent in the construction industry.

Do you know the terrain conditions of Jiuzhaigou? Can you promise their is no after aftershocks? If no, how many of them? When? Where? Start building without so many factors being confirmed? Is this place suitable for build earthquake resistant establishments? Do all the conditions meet the requirements? Can you make sure the hills would be firm enough to avoid the influence of earthquake wave? FYI, it's not just the buildings that kill people, there is landslide, there is debris flow, there is landslip.
