Some of the business restructuring of recent years may have been ineptly done. Even if it was well done, it may have spread much less widely than people suppose.

句中划线部分"even if it was well done"是虚拟语气,还是陈述语气?

It can't be more obvious, it is subjunctive.

Reason: Restructuring business has failed to reach the people's expectation, it was NOT well done, this is a FACT. Any words opposite to the fact would ve subjunctive.
I forgot how to forget.

因此,作者在讲"even if it was well done"时,仍认为"it was well done"是有可能发生的事实,这时,划线的"was"是陈述式,而不是虚拟式,这里的"was"是"is"的一般过去式形式。
