For me a bigger issue in buying beef (or meat in general) is not where it comes from, but how it is  ...

for first-class beef the cooling-chain is not an top-issue as long it's not "heated", but direct daylight/sunshine is

But USA beef is scary.

USA beef is horrific as most of the poor animals are "grain fed" that is fattened up by nearly force feeding them with grain to make the meat taste better.  Most countries have had some pretty nasty scandals with abattoirs including Australia (cruel killing and assorted wildlife being passed off as beef to the US market some 20 years ago), meantime the USA has had multiple "rotten meat" issues with one abattoir in CA I think it was sending out at least 500 tons (or more) of meat that was toxic to humans.
