or those who are not in China certainly have no clue of what our government has done to deal with this problem


What the Beijing government usually have done, is giving local governments some (often significant) funding to address environmental issues. Few years later they send another inspection team and find nothing done with that money (at least nothing towards the purpose it was intended). Then they purge some local officials and start over.

Some concrete results that happen though, is that in alarm the local officials decide to shut down some local businesses that were "illegally" started in undesignated areas - they had been running under the very eyes of those some officials for long time.

It may be that Beijing's intentions are good and not much they could do better politically, but there's just too much corruption, laziness and plain incompetence in local levels. Things just don't happen the way Beijing wants to happen.

Beijing can claim to international community that they spend billions annually to address environmental issues, but that money is very poorly managed and it does not achieve the same results it might achieve elsewhere. You cannot really compare China's 1 billion dollar to EU's 1 billion dollar in this aspect.

And I do live in China to see this.

China is the world's number one polluter it is an intresting question

The USA are the world's largest polluter if you include the contribution of their military. Even without the inclusion of their military the USA are a bigger polluter per capita.
(mostly harmless)

And whoknows whether China has 2invsted in green energy"?? Just because THEY are saying that they did does ot automatically make this true.

China was supposed to reduce its steel overcapacity, but has it? European observers have discovered that China has closed down some plants but opened others. Has China been fooling the world? It would not have been the first time. Steel not only is available in superabundance but is also one of the most polluting products to make.

"China" is not going anywhere, Dee:rie; it's only the 85 million members of the C.P.C., and you can be sure that they  are not going to be in one mind over this. They do not care about the .3 billion normal Chinese and their woes due to polluted air and water.  Remember how they fiddled with facts when the 2008 Olympics came round? The polluting plants were shut down specially for the visit to China of the International Olympic Committee. When the IOC was gone, they went back into polluting business, turned off again for the Games but turned back on stream once the Games were over.
