Yes. It is not only eating, but this public display annoying for some reason. They seem to think that they are entitled to do anything and escape punishment.

The right question to ask in this case is, "Should passengers be fined/punished for consuming food and drinks in the subway?"
It makes no difference whether the passengers are Chinese or non-Chinese.

Problem is staff of subway or underground does not know if eating and drinking are allowed within station platform and within carriages.
Last time, I saw people eating and drinking as well as littering the place but subway or underground staff did not seem to stop them. They appeared to have turned a blind eye to those eating and drinking!

One of the "foreign Shanghai underground railway riders" in the picture looks deceptively like our forumite Andrew Fuzhonglong. He says he is "British" and works part-time in Shanghai, part-time in England.
