Guess you want to ask, 'What reasons are for too few original movies produced in China?'
One simple reason is that Chinese ape the west more. Most Chinese do not seem to be able to appreciate their own traditional culture. Further, the technology for action packed movies is stagnated. No investment is made to develop it. In US, the movie industries take high risk and venture into new frontiers. Fuel with high spendings on commercial and publicity help, too.
Story line from China is rather stereo type. If one movie makes money, many will follow suit.
For imagination, Chinese movie has plot that is neither here nor there.
Along with other factors, Chinese movie market reduces itself even if it protected.
Majority of young Chinese would boast about the new concepts from the west.

Self-Contratory!
China allows foreign movies to enter China, so claim that Chinese movies are by regulations prevented from touching sensitive topics is groundless!
Just that China movie industries do not have the top talents but good at paying top dollar some local pests!

Hollywood was not built by US government but free competition in a free market, where survival of the fittest is the universal accepted rule for the game!
China government has many movie production studios. Problem is Chinese movies could face entry into foreign market due to other aspects. For example, the cinemas themselves may have more benefits from producers of other countries.
Further, for a long time, China is perceived as a communist country. This is a real obstacle that US succeeded indoctorinating the others.

That's by far not the whole picture. Yes, China allows some foreign movies to enter China, but those movies are carefully selected and often partially censored.

Sometime ago I watched the movie Forrest Gump in local TV network's channel in China, and the whole part where the character went to China to play table tennis, and was later interviewed about this experience together with John Lennon, was censored out. I guess it didn't go very well with China's reform policies to allow audience to reminisce how it was in the old days.
