OP sounded like an ad for Boston Dynamis more than anything.
While I support those values ("Democracy, Freedom, and Human Rights"), I fail to see what designing or manufacturing robots has to do with them?
Perhaps in the sense that country like China with big population under tight control, it is easier to use people as robots for cheap manual labor, and not have the need to develop robots.
But once that big population starts to show signs of decrease, as is the case in China, the urgency to find replacement for the whole lot of economic output that people used to generate, creates need for robots.
So in the end, those values have nothing to do with either need or ability to create robots.
