If this is true why did East Asians not use their brain so logical with the Eurpean civilisations be ...

you say:   ( Romans invented indoor plumbing ) Why not the Celts?

During Roman's time, the Celts, the first Britons lived all over England.
The Celts helped their European friends fight against a new and dangerous European power, the Roman Empire.
The Roman's were good in science. Large aqua ducts were built to bring water from the mountains from far away!
In  43AD, Britain became a Roman colony. Any tribe that resisted the Romans found their villages burned to the ground and all of their women and children sold as slaves.

Did you know that the Romans built London?
The Romans build a Roman military camp during the early years of the Roman occupation. Over the years it got bigger and bigger: LONDON.

Some powerful tribes received lots of gold from the Romans to help them control other tribes. This didn't always work. Queen Boudicca of the Iceni organized a rebellion against the Romans after they attacked her and then raped her daughters in a dispute over money.
Boudicca's revolt killed many Romans and burned all of the Roman cities including London!

after about 100 years the Celtic people began to enjoy the financial, trade, and security benefits of Roman rule.    Gradually, the Celtic people began to see themselves as citizens of Rome.

Hope this will help to understand.

You never seen the unearthed six underground cities – one on top of another – from several dynasties  going back to (475-221 BC) belonging to the Qing dynasty.
Perhaps you have heard of Kaifeng in Henan province
The oldest of the six cities, Daliang is from the Warring States period.

Oh by the way, Chinese did not need the Romans to build cities for them.
