You are very right; they don't. And offenders either get away with it or with ridiculous fines not at par with the crime! That's why animal rights have to be enforced.
We, humans, share this planet. We don't own it!

In fact, some countries, do have animal protection laws but these are rarely enforced. Take my home country as an example: Spain.

There is an animal protection law. If you beat, abuse or exploit an animal publicly you can be jailed for it but ironically this only works for some kind of abuse. Bullfighting is not only allowed in most of the  Spanish territory but even PROTECTED as a cultural tradition! How dumb is that? You can torture a bull in a ring and get away with it!

There should be no zoos in any Chinese city, except perhaps three, four in the country's largest towns. These 3 or 4 zoos should be attached to universities with zoological departments for the benefit of research. Of course, the animals should be protected and live to a healthy old age, not be put to profitable use at all.

It is a hollering shame that China allows zoos to be tourist attractions.
