I just read Cestmoi's posts, and I have reflected on my comment a tad. While I still have the distinct impression that Chinese from the Mainland meet my description, it may have been a little over-simplified. People in Macau and Taiwan, and particularly in Singapore, are quite different. Maybe the rule by the same political caste in the P.R.C. has rendered Mainland Chinese seemingly lacking in empathy. People in Singapore are not law-scoffs, people from Macau, though nominally citizens of the P.R.C., are not law-scoffs...

That's because Singapore is ruled by law, not by man!  The rule of law is strictly adhered to; the people of Singapore don't try to get things done through the backdoor, and any official who peddles influence, or 'guanxi', is heavily dealt with!  
China sends lots of officials to Singapore to learn how to manage a city, but it seems they haven't learned anything!
