There are ways and means to establish CAR SATURATION policies in China without damaging the CURRENT ACCOUNT BALANCE, and maintaining a conservative fuel consumption policy for the country.

The methods are many and varied.
(1) Fuel price.
(2) Road Pricing mechanism.
(3) City CBD district car park policies, and mass rapid transit ease of access.
(4) City urban planning - easy nearby access to malls, shops from home.
(5) Fleet fuel milleage policies.
(6) Fleet average annual travel rate.
(7) New technologies in GTL, diesel engines, Oil Crackers to increase useable fuel production.
(8) Efficient LOGISTICS system to reduce waste in Lorries, Prime Movers and use of Rail Transport.
(9) Use of IT, to aid cars to search for PARKING SPACE, traffic congestion information relay.

etc. etc. etc.

High technology Industry will AMAZED China with it's creativity.
630 million vehicle fleet and 1:2 car saturation policies is not a DREAM, it's possible with CREATIVITY, INNOVATION!

Honda Jazz - can do 18km/litre due to it's weight, and CPU controlled engines.
A Petrol engine!

If annual milleage is 18,000km, only 1000 litre is needed annually!
<China can access 500MT of crude oil within it's borders in North China, Bohai Sea, South China Sea. Add that to 250 MT from Russia, Central Asia while another 250 MT imported from Brazil, Africa, Middle East or is synthesis from GAS, or other SYNFUEL stock>

If it doesn't seem very viable, then of course we can always INCREASE POPULATION DENSITY in some of the Super Centres and create MEGA CITIES.

25% Urban Village or Homesteads.
75% Cities or Supercentres.
is initial target.

Then if it looks like HIGH CITIZEN resistance, then

25% Urban Village or Homesteads
50% Cities or Super Centres
25% Mega Cities <minus high electricity use, minus Japan/HK style overcrowding - ie. Singapore megacity model style>

These category of cars is said to have the milleage of >20km/Litre.
It such cars are produced, then AUTOMOBILE MARKET SATURATION policies can be undertaken.

630 million cars
Average 20km/L
20,000km average annual drive.

We can design cities the SUPERCENTRE way.
Automobile friendly and the ECONOMY in CHINA can continue to grow robustly on it's own steam till 2030.

Space cars such as the LEXUS shown above are SELF DRIVEN ready ROBOT cars!
However, such technologies can only work in HIGHLY DEVELOPED cities or states!

Singapore's development of the GSP linked highway system is part of these programme.
China probably will not be ready for such DURABLES for quite some time.
<probably beyond 2030 - it takes time to build the SUPERCENTRES, CITIES, URBAN VILLAGE, new style Homesteads>
Such technologies requires HIGH QUALITY city furniture, road maintenance and condition.

The Asian car industries will probably develop in this manner.
Japan/Korea - Advance Space Cars + Luxury cars with average US$40,000 per unit.
Thailand/Malayan Federation - Domestic basic car production + Assembly base of European, British, USA & Japan/Korea marques.
China - will probably will dominate Basic Car industry with average US$10,000 per unit.

That's probably the TREND we will observe.
As the world is now having a MEGA STRUGGLE, rather stealth/open WAR, we'll probably have to plan for global crude oil supplies of 60-70-80-90-100 mbd, and possibility of a new forex regime, dominant gold-Rmb-Euro-Dollar!

The VW beetle is supposed to be able to do 15km/L on average.

While the Hyundai Avante can perform at 12km/L on average.

If CHINA decides to go for the 1:3 car to citizen ratio, it can have such a car fleet on average. Then China car market will probably be 30 million units annually by 2030, with a fleet of 400 million!

This will call for DENSE POPULATED CITIES <more than 10,000 citizen per km> for as many as 300 million Mainland China citizens. (Yes, mass transit rail + Taxis, Bus for these folks).

Based on reports from the American Media - it's likely USA is targeting a crude oil consumption of 12 mbd by year 2030. They probably assume the possibility of crude oil access to drop to 60 million barrel a day in the worst case scenerio from the expected global rivalry patterns.
