In a world, where the BURDEN of the 1970 to 1980 - crude oil embargo, hyper inflation of the US$.

The Brazil, Aztec region, Mexico economy was in full crisis!
Entire economies was hit by hyperinflation, Local currency devaluation.
Resulting in the wiping out of the MEXICAN and BRAZIL middle classes!

By year 1990's,
The UNDERCLASS trades were flourishing as desperate people were numerous in these countries!
And the UNDERCLASS organizes very quickly - as the desperate poor, or the desperate to get rich people - work to form GANGS or in Catholic Hispanic terminology - CARTELS.

With the American Market, - an huge export market equal to 2% of the American economy grew.
The Cartels would have grown a HUGE SUPPORT base among the populace, bribe the police forces, and are able to buy weapons!

The only way to solve by the Mexican and Brazil authorities - is ZONE by ZONE, gentrification of their society!
This will include SOFT WAR methods.

Exports to China, to gain IMPORTS of products needed to build the "gentle trades" is very vital......

The UNDERCLASS are a special breed of people!

It consist of two category of people!

First are the uneducated, people who are only qualified for entry level pay BUT wanting to earn a lot more!
Second are the Skilled, but has HIGH URGENCY to earn high income!

There are a range of vocation for the Underclass, from what we say as CRIME - because it causes damaged to the "civil society", and all the way to what we determine as ENTERTAINMENT, RELAXATION vocations!

Let's see how the Brazil, Mexican authorities handle this category of people, created in large numbers due to the economic situation in the 1970's to 1980's. They have seen how the Qing Dynasty, China in the 19th century handled poorly the same situation.

Desperadoes tend to be able to protect the "illicit trade" well....

.......when the First Opium War started, China was said to only have 2 million addicts out of 400 million population!

By the 20th century, this number has multiplied 10x.....and most of the Opium were produce in Yunnan and Sichuan province. How could the Qing court, with their well organized BANNER ARMIES could not defeat a puny - sea borne naval task force with only 19,000 marines from England and mercenary from India?

In fact the BANNER Army did not face the British but a rag tag militia force?
Was Commissioner Lin mad?

The Qing Emperor was indeed "surrounded" by people who deceived him!

In those days where the army were raised by the PURSERs,

..............and the fact, the regular army - the Banners - were stationed mainly in the North of China!

The British marines were seeking "compensation" for the damaged Opium commodity, while the defenders - probably had opposition from the opium guilds - so without home advantage or probably support!

MOTIVATION of your people is very vital.....

.....in the WAR against the rule of the underclass in vast part of our state......

Getting back our states to the "Gentle Neighbourhood" is a very long process!
It's getting to persuade the "Cartels" to drop the "drug trade" - "crime", and back to more "acceptable" under class trades like maybe product piracy, alcohol, acceptable gaming, some relaxation trade - massage, reflexology, maybe Fitness Excercise clubs......

and woe behold..................DISASTER in China till the clean up by the KMT, CCP!

......find way to solve the HUGE SOCIAL problems in the states!

The Brazilian, Mexican and Aztec states should be.....

.......well aware, as was probably the British East India Company, and British Government, that China has a "Manchurian rulers", and the Manchu Banners were cooperating with Chinese Revenue Merchants to enriched themselves. When the British first made contact with the Guangzhou Taipans - they inadvertantly link up into a business network WHICH WAS RIVALS to probably the SALT MERCHANT of years past in Jiangsu, Zhejiang! (which made the British keen on a hub, now known as Shanghai)!

In addition to population increases, UNDERCLASS population must be very large indeed!

So, Commissioner Lin probably was working against (1) Underclass Network, (2) Revenue Collection by Manchu-Chinese cliques WHILE Bureaucrats were (3) Clamouring on lost of Gold, Silver supply to "back" the Chinese money!

The very fact, when the British Fleet sailed into the seas near Guangzhou, IF COMMISSIONER LIN had good support from the military, they could have "starved out" the British fleet by denying supplies. However the British Fleet must have supplies from Compradors from amongst the Opium Taipans, and the Manchurian-Chinese revenue Merchants!

In a real threatened war - the Chinese Qing Emperor should have send at least 2 core banner army from Beijing, and recruited Chinese militia on "purses" from the "desparate part of provinces". The outcome would much different! BUT these "BOOK LEARNED" bureaucrat, did not have "good sense" or "support" to handle a "Combat situation"!
