No, these tourists themselves are responsible for their behavior. They need to grow up and stop ac ...

That’s like saying Muslims or Hindus should learn how to eat pork or beef in Chinese restaurants because they should know that’s part of Chinese culture to eat pork and beef.

Nations are judged on the standards of living of its lowest citizens. Its that simple really. China needs PPP welfare initiatives to clean that stuff up. Think of when you are playing Tropico and you get damn shacks popping up all over the place due to the low standard of living of your lowest workers. You can't have that. It looks bad. China is in this kind of situation. You can knock the shacks down but unless you raise up the standard of living of your lowest citizens they just keep popping back up.

Chinas social credit system could be utilized to help make PPP welfare initiatives more profitable for the private sector to invest in.

In the beginning, certain regions were selected to try out certain models of growth so that if successful, these models would be replicated elsewhere. This is still being done and it is the reason for unequal development across China. This affects the GDP of the whole country and the division/gap between rich and poor. It is now time for China to open up all regions and let them compete with each other and also given enough support. Xiongan is an indication of this but there are still other regions that are left out. China is definitely still a developing country but with proper management and pragmatic decision, the status of "developed nation" is achievable.

However, this is only "hardware" development. "Software" development is also as important--such as civil behaviour, social conscience, care for the environment, less wastage of resources, ...etc. Chinese culture has evolved and will continue to evlove. Hopefully, it will evolve to something good for humanity and to less wastage of resources (because resources are limited and rare). Wastage of resources will mean less for future generations.

Only with both "hardware" and "software" development can China truly achieve developed nation status.

Many parts of Europe (edit: western Europe) don't look "developed" to me. Many western countries for that matter, don't look "developed" to me--whether you talk about what the country looks like, or the welfare system, or the qualities or minds of the people.

Let's just put it this way. Those who rule the world get to make the rules, and they can call whatever country they want "developed".

I'll admit Asian countries aren't developed, but to me, many "developed" western countries aren't developed, either. I don't want to name the countries and be mean, though.
