Why do you say "cheating is PREVALENT in many countries..." as if it was the most normal, most reg ...

Unfortunately, in China you have almost nothing at your disposal with which to stop it.

The authorities do have the means at their disposal to bust the cheaters, that's why cases like the one cited in the thread could come to light.

Lying could also be ingrained in some unemployable alcoholic bummer's psyche.
Believe it or not, it's true.

Oh, so that makes it ok, does it? Here's the difference, sweetheart ... in other countries, students who cheat are punished by their parents. In China students who cheat are encouraged by their parents. A lot of parents even purchase the devices their kids are going to use to cheat. No matter what country or culture you are from ... cheating is WRONG!
Stupid people are like Glowsticks. You want to snap them in half and shake the crap out of them until they see the light.
I love sarcasm. It's like punching someone in the head ... only with words

Cheating in Chinese school exams is not just "prevalent", it is a built-in feature, a systemic problem. It happens in every class whenever they take month-end tests, mid-term exams and semester-end exams. You don't know what the problem is!

A nation that learns nothing except to recite portions of texts hastily learnt by heart has to cheat in tests because they remain ignorant but remembering bits of a textbook pssage counts as "knowledge" that can earn you a high score.

To pass tests even if they forgot everything they were memorizing for the test, they help each other, they spy on one another's answers in their answer papers.

Look at any Chinese classroom during an ongoing test: The pupils sit so close to each other and they all have the same questions to answer. The teachers too don't now more than the answers from their textbooks and would be seriously undermined in their authority if they had to mark papers that differ from the ones they actually have to mark.

You can bring quite a bit of mental anguish into such a classroom if you hand out papers with questions that differ from one pupil to the next. When they no longer can copy answers from their classmates they find it unbearably hard and might stage a revolt. So Chinese schools neither separate the pupils sufficiently to preclude cheating through copying one another's answers nor do they want their teachers to adopt a more intelligent test format. The system would break down!

Your Chinese "edeucation" shows through your splendid ignorance. You don't know how many cheaters should be "busted" because you are one of the cheaters that got through all these Chinese fake exams! The authorities don't do enough to stem the rot because they are responsible for the mass phenomenon of cheating in Chinese classrooms. In every single classroom cheating takes place during any test and every exam!
