US is using ZTE as whipping boy against China.

It's holding ZTE as hostage doing whatever it wants.

Hopefully, ZTE can closed and reorganized so US cannot use it as a pawn against CHina.

Yes, there will come a day when the US cannot use ZTE as a pawn against China because it will be as dead as a doornail by the time the US lifts the ban.

It looks like Trump is "playing" the good guy (the so-called “white face” in Chinese), while other members of his administration are "playing" the bad guys (the so-called “black face” in Chinese).  Due to all the red tape and bureaucracy, even if Trump is really sincere in lifting the ban against ZTE, it will take a long time, perhaps years and decades, for the ban to be lifted.  By then, even if ZTE won't go bankrupt, there won't be anything left of the company.

China will be fooled by the US if it waits indefinitely for the US to lift the ban on ZTE.  What ZTE can do now for its own survival is to sell part of its company to other Chinese firms which can replace the US components with other products.  It also has to make itself slim and nimble by retrenchment.

Waiting indefinitely for US mercy is akin to waiting for the sun to rise from the west!

ZTE seems to have had problems with corporate governance issues long before the Iran/NK fiasco. They became overly reliant on Qualcomm’s CDMA technology, allowing it to become the world’s largest manufacturer of CDMA equipment which it sells mostly to developing countries in Asia, Africa and Latin America. But Qualcomm’s CDMA technology is already past its prime. That’s why Qualcomm wants to expand to other areas outside of the wireless space where it no longer owns the next-generation 4G/5G standards. From the looks of it, ZTE would have to be restructured to become a niche player in 4G/5G telecommunications while abandoning its old 2G/3G CDMA business partnership with Qualcomm. The Trump Administration won’t be able to do much for ZTE as its case involves law enforcement not trade negotiation.

ZTE did well with its partnership with Qualcomm. But all that is history.
