That doesn't mean I am wrong.

It is common for principals to have sweeping decision-making powers and to abuse them. Very common. One such abuse concerns the boni of their staff. Many principals help themselves to part of these boni.

"...quality teachers..." That sounds like a description of cars. Let's be clear: Teachers are humans, not cars. They have more or less the same quality irrespective of where they are working. The schools are of low quality, including the very elite schools. It is a contradiction in terms that a nominally communist society selects pupils for "elite schools" and "elite universities" and leaves the rest to the unglamorous institutions. THis leads to a lot of social dislocations and, I suspect, corruption.

But in a country where the ruling few decide which school is a "best school" or an "elite school" there are no good schools. The only competition comes from between the national education and international places. Partly because the Chinese schools are so hopelessly antiquated some parents with cash to spare take their children abroad. Is it fair that only those with deep pockets can afford to get a better education for their progeny?

Please, explain how the salaries of teachers can vary so much! The salary of teachers is set by the central or perhaps by the provincial authorities but what teachers actually get is less than the stipulated pay.

If all schools have the same good standard, then the wealthy don't have to look far if all they want is a good school. If they want to be elite, go elsewhere then.
