If people believe the State is their provider and it alone knows best what people need, want and deserve, then the people have successfully been dumbed down into preschool children that happily accept what Papa State doles out to them.

Currently college education is all the rage in China but to be frank: nobody likes it. It's the same as the food people used to eat in commune dining halls back when everyone was conscripted into a work brigade: everyone ate as much as they could, and then some, and a lot of the food was wasted.

How many modern Chinese can read and understand Laotse?

All Chinese become delighted when they see some Chinese athlete is being offered gold medal in the Olympic games while the winner always thinks this honor should belong to the whole nation instead of one person!’
Loving to the people and the  environment is special feeling that could lead you have a good study about the world!

A good question.

In the case of China, either or both can do but subject to one caveat. Before open publication of the discovery, there should be a period to assess whether the discovery has commercial potential. If yes, the funders whether government or government-linked private companies should benefit as first-movers to tap the commercial value of the discovery. As example, say one day fusion physics is made possible by a clever discovery which opens vista of unlimited energy that can transform industries, economies and markets. The home country should be the first to operationalize the discovery even as the discovery goes into worldwide publication.

That way, more revenue can come in that can fund other research and increase the pool of researchers. Because China has an objective to increase her global reach in cutting-edge excellence. Allied to this matter is protection of her own intellectual property right which i equate as right to improve on something, what more find something new and breakaway.
