Your question is a loaded question and based on prejudiced premises. As such, it is prejudicial.
Whites live in ghettoes as much as blacks in USA,  enclaves where there are whites Usanians only. And there are white suburbs where POCs are discouraged to move into.
Chinese Americans lived close toone another for mutual support. Chinatown is being gentrified as educated, open minded whites move in with Chinese.
Irish Americans lived close to one another for mutual support likewise, it was called "Hell's Kitchen" for good reasons. Upper West Side before it was gentrified.
What do you know about Chinese Americans? Nothing other than twisted images in you pitiable mind.
You know NOTHING about USA.
You know even less about Chinese Americans.
You wouldn't look so phucking ignorant if you comment only on EU matters.

Things have changed and things are always changing.
There was a very limited amount of capital available and those small community banks had to take care of its communities where the savings were and still are. Same thing in California. You New Yorker?

In China there is an old saying '民不和官斗'-----------which means that ordinary citizens should  not quarreling with officials!  As the new law system advances,more people begin to use law-weapon to safeguard their benifit! ------------Great progress on human civilization!

it was the government quarreling with normal citizens.
Picking an easy target (Chinese) to make an example out of.

The only way governments is kept in check, is to stand up to what is right.
Otherwise....
government will fall out of what they are there for....
