For problems arising from natural disasters it should be the prime responsibility of insurance companies to compensate people for their losses. Emergency aid to cover such things as hospitalisation, housing, food and shortfalls in insurance liability then funding should be the responsibility of a government and funded through taxation. Individuals, neither rich nor poor, should be considered to have a liability for the losses of others and campaigns for funding should never be personalised in a form of moral blackmail.
(mostly harmless)

I didn't know we were not supposed to talk about the Party except on the eve of Christmas.

And I was also not aware that anything, everything, globally north east west south ( Read NEWS ) has to be co-related with the " PARTY".
Party rules , my old friend, and will continue to rule till the day you walk on this earth.

Yes, but only if those people pay adequately for that service to the insurance companies (which operate for profit) - which they don't, not in China.

Even in western countries, most insurance policies have clauses to deny compensation for natural disasters, unless the companies can pursue settling the accounts from some third party, for example for poor construction or other malpractise. In China it has always been notoriously difficult to get to the truth of things in such matters.

Studies have shown that pro-social moral suasion only works if there is reciprocity - 'if you're hinting that i donate, have you done so yourself?' In this particular case, the person who publicly but anonymously asked the actor to donate has not signified whether s.he has also donated so the actor is under no compulsion to do likewise.

For countries which get more than normal force majeure events such as earthquakes, it may be wiser to (a) get those in the super-rich rank (b) to pool a national earthquake, mudslide, flooding, fire fund (c) which can be used when the disasters happen. This will then relief those super-rich from being embarrassed by anonymous moral suasion which are tantamount to indirect mental blackmail which can be counterproductive since the targeted can just turn off their attention to such calls on the grounds that when they were themselves poor and in need, nobody helped them.

But this issue of indirectly damning people to donate is a subset of the bigger issue of how to neutralize the effects of natural disasters. In the case of China and others like Indonesia, Iran and Philippines, earthquakes in particular happen and it seems they recur in certain regions. Some of the funds should be invested to understudy nonlinear dynamics of plate movement with view to a better alert system to be used to evacuate peoples before earthquakes happen. And if they could not be evacuated on time, then maybe they should be relocated and/or excavation, rescue and medical equipment readied that can be delivered within the first five critical hours after disaster strikes.
